Henry Lee Lucas, Cause Number 13,890-B in the 199th Judicial District Court of Tom Green County, Texas, on a Change of Venue from Williamson County, Texas. He was thereafter sentenced to Death and the Mandate of the Court of Criminal Appeals was entered July 13, 1990: and WHEREAS, the Board of Pardons and Paroles has recommended the commutation of sentence from Death to a lesser penalty in the Institutional Division of the Texas Department of Criminal Justice; and WHEREAS, the Board of Pardons and Paroles has also recommended a reprieve of 270 days.
