Emergency authorization in inject the wastewater into the injection wells is necessary to mitigate the existing significant fire hazards and potential health effects at the Company's Texas City Refinery. The Emergency Order, if affirmed, is to be subject to the terms and conditions set forth in Emergency Order 96-1011-IHW. There are no alternative permitted facilities reasonably available for the disposal of this waste. Authorization to dispose of the wastewater, pursuant to the Order, shall terminate 90 days from the date of issuance of the Order, or upon issuance of permitted amendments for WDW-80, WDW-127 and WDW-128, whichever is earlier.
