Pedersen Executive Administrator Texas Water Development Board Filed: January 11, 1996 Texas Council on Workforce and Economic Competitiveness Proposal for the Redesignation of the Gulf Coast Job Training Partnership Act (JTPA) Service Delivery Area (SDA) The Texas Council on Workforce and Economic Competitiveness (TCWEC), as part of its responsibilities under the Job Training Partnership Act, must review requests for service delivery area designation and redesignation, and make a recommendation to the Governor. The 12 counties surrounding Harris County have been a SDA since the inception of the JTPA programs, as has the portion of Harris County outside the City of Houston SDA. These two SDAs have requested redesignation as a single SDA. The chief elected officials and the private industry councils support this request for consolidation and all of the requirements for redesignation have been met. TCWEC, at its meeting on December 8, 1995, recommended that the Governor approve this SDA redesignation. The Governor has approved the Council's recommendations and has directed TCWEC to publish this redesignation and manage the public comment process which seeks local input on the redesignation. All affected persons and organizations shall have an opportunity to comment and request revisions to the proposed redesignation.
