The purpose of the proposed new sections is to streamline the current permitting process by controlling by rule certain activities, thereby eliminating the need for a commission permit for specific wastewater discharge and waste handling activities. The proposed sections cover activities that are now subject to individual permits, but are categorized as posing a low risk of harm to human health and the environment, and represent a significant demand on agency resources if permitted individually.
