The pass-through plan has been considered and endorsed by the Nueces Estuary Advisory Council which includes broad membership, including State water and natural resource agencies, local government, business and industry, environmental groups, and citizens from the Nueces Basin and Coastal Bend area. The Council agrees that changes to the March 9, 1992 order should both protect the ecological environment and health of related natural resources in the Nueces River Basin and Nueces Estuary, and maintain, preserve and protect the supply of water to meet the demands of identified beneficial uses in the Nueces River Basin and the Corpus Christi area.
