Vasquez Chief Clerk Texas Natural Resource Conservation Commission Filed: July 20, 1994 Request for Information (Inspection/Maintenance Program) The Texas Natural Resource Conservation Commission (TNRCC) would like to announce that it issued a request for information on the Research/Outreach (R/O) program of the Texas Inspection/ Maintenance (I/M) Program on August 1, 1994. The TNRCC has instituted the Texas I/M Program in response to the 1990 Federal Clean Air Act and the United States Environmental Protection Agency I/M program requirements. The effectiveness of the Texas I/M Program in actually reducing vehicle emissions depends entirely upon the quality of the repairs performed on those vehicles which do not comply with emissions standards. The TNRCC seeks to develop diagnostic and repair procedures specific to vehicle emissions problems and to disseminate this information to the automotive repair community. The TNRCC envisions the R/O program as accomplishing these tasks among others. In preparation for the R/O program, the TNRCC has issued the request for information on the R/O program to receive recommendations for its further development. While always welcoming suggestions from the public, the TNRCC will only consider those responses to this request for information received by September 30, 1994, for possible inclusion in the subsequent invitation for bids for the R/O program. Copies of the request for information have been filed with the TNRCC Record Services located at 12124 Park 35 Circle, Building C, Room 108W, Austin, and at the Texas State Library located at 1201 Brazos Street, Austin. TRD-9445460 Mary Ross McDonald Assistant Director, Legal Division-Gas Utilities/LP Gas Railroad Commission of Texas Filed: July 21, 1994 Sam Houston State University Consultant Proposal Request Sam Houston State University, a member of the Texas State University System, pursuant to the provisions of Government Code, Chapter 2254, Subchapter B, invites private consultants to provide offers to the University to complete a comprehensive assessment of the quality and efficiency of the past and present operation of The Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT). The Law Enforcement Management Institute was established by the Texas Legislature in 1987. Its responsibility initially was for developing future law enforcement leaders for Texas. The legislature's intent was to have a program equal to the best nationally known law enforcement management programs. The curriculum was developed by leading educators and law enforcement professionals. In May of 1993, the legislature passed House Bill 977 renaming the Institute in honor of Representative Bill Blackwood of Mesquite, Texas, and transferring the program from the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE) located in Austin, Texas, to the Criminal Justice Center at Sam Houston State University in Huntsville, Texas. The institute is now known as The Bill Blackwood Law Enforcement Management Institute of Texas. Since the institute's inception in 1987, there has not been an independent objective program evaluation to evaluate the institute's effectiveness and to determine whether or not or to what degree the institute's offerings are meeting the needs of our clients, police managers, and leaders, throughout the state of Texas. The Bill Blackwood Law Enforcement Management Institute of Texas is seeking to engage an experienced and qualified professional law enforcement consultant to thoroughly review the current and recent past programs of LEMIT. The Law Enforcement Management Institute is funded totally through a surcharge on criminal court costs with the fiscal year 1994 budget $2,238,917 which covers all costs associated with the five program components. Transportation, lodging, and meals are all paid by LEMIT for the instructors and participants alike. The LEMIT staff is comprised of an executive director, four project coordinators, one administrative coordinator, one secretary, and several part time support positions. A nine-member advisory board includes one appointee each from the Governor, Lt. Governor, and Speaker of the House, one representative from each of the three participating universities, and three representatives selected by TCLEOSE. Program components are the Graduate Management Institute, the Executive Issues Series, a Police Policy Series, Professional Conference Support, Special Programs, and the Management and Administrative Statistics Program (TELEMASP). The Graduate Management Institute alone since its inception has instructed almost 900 officials. The GMI program is offered through a consortium contractual arrangement with Texas A&M University, Texas Woman's University, and Sam Houston State University. The goals for the consultant evaluation are to complete a comprehensive assessment of the quality and efficiency of LEMIT operations through September 1, 1993, complete an assessment of current operations post September 1, 1993, provide advise as to specific recommendations for change in current program offerings, and develop specific recommendations regarding the future direction, organizational structure, and program offerings of LEMIT. The program audit should analyze the institute's past performance with an emphasis on outcomes through an assessment of participant evaluations and telephone interviews of selected graduates of GMI and the Executive Issues Series. These interviews will represent a random sampling of both programs. The selected consultant shall also conduct interviews with a sample of Texas police chiefs and sheriffs regarding their knowledge of and satisfaction with LEMIT programs, past experiences with LEMIT, and suggestions for future direction of the institute. Additionally, the consultant will interview all members of the advisory board and staff from all three participating universities. Issues to be addressed in the audit are to assess the current structure of all program components, study all instructor evaluations and provide detailed assessments of each, review GMI curriculum and the skills of the graduates, evaluate the working relationships between the staffs of the three participating universities, assess responsibilities and the roles of each university, conduct a future needs assessment, and provide specific recommendations for curriculum to develop management skills necessary for modern police executives. Consultant services shall commence within 30 days of notification of contract award and be completed within five months of the date of the contract award. The selected consultant will work under the direction of a committee that will oversee completion of the study. Representatives will include the three university representatives to the advisory board, one law enforcement representative appointed by the membership of the advisory board, and the director of LEMIT. The director will act as liaison to coordinate the day to day aspects of the project.
