Texas Department of Human Services TDHS Announces Competitive Procurement for Child Care Management Services Contractors Child Care management Services Description. For contracts effective November 1, 1994, the Texas Department of Human Services (TDHS) will competitively procure child care services through Child Care Management Services (CCMS) contractors. One CCMS contractor will serve each of 27 CCMS Service Delivery Areas (SDA). The 27 CCMS service delivery areas are listed below with the TDHS region number and the counties served by the contractor. The CCMS contractor will not be allowed to subcontract or use a consortium arrangement for the primary CCMS functions of client services, vendor management, or fiscal management. Each contractor will be responsible for the management of and payment for a wide variety of TDHS-funded child care, including care for Job Opportunities and Basic Skills (JOBS) Training Program participants, children entitled to Transitional Child Care benefits, children receiving child protective services and/or foster care services from the Texas Department of Protective and Regulatory Services, Food Stamp Employment and Training participants, recipients of TDHS cash assistance and food stamp benefits, and other low-income eligible families. TDHS reimburses the CCMS contractor for child care payments to child care vendors in accordance with TDHS policies and procedures. Based on a budget built on expected reasonable and necessary expenses, TDHS pays the CCMS contractor actual costs and fixed fees for CCMS operations. Primary Capabilities. The primary capabilities of a CCMS contractor include the ability to manage a broad-based human services agency in a highly automated environment with TDHS administrative direction. Specifically, the contractor must demonstrate sufficient financial assets to provide adequate working capital for operations expenses and child care payments to providers and clients, must demonstrate strengths in financial/fiscal responsibility, staff/personnel management (including staff qualifications and pay scales), the management of special projects, and the successful management of automation systems. The contractor must have the capacity to perform CCMS client services, including eligibility determination and documentation, client funding decisions, resource and referral services, and waiting list management. The contractor must have child care leadership in the community (the CCMS service delivery area), including having a history of collaboration with other community agencies, having the capacity to impact the quality of child care in the community, having the capacity to assess early childhood services needs and resources in the community, and the ability to develop resources.
