Richards Governor of Texas Executive Order AWR 93-12 Transferring Governor's Center for Management Development to the Lyndon Baines Johnson School of Public Affairs at the University of Texas at Austin WHEREAS, the Employees Training Act of 1969 recognized that "effective state administration is materially aided by programs for the training and education of state administrators and employees"; and WHEREAS, Executive Order WPC-17 (1980) established the State Agency Management Effectiveness Council, and directed the Council to develop a statewide management training program; and WHEREAS, the Governor's Center for Management Development has successfully developed state agency managers for twelve years; and WHEREAS, the Center for Management Development has demonstrated the fiscal and organizational capacity to exist outside the Governor's Office without harming its outstanding reputation for training managers; and WHEREAS, the Lyndon Baines Johnson School of Public Affairs at the University of Texas at Austin has for 25 years trained and educated the state's public managers; NOW, THEREFORE, I, Ann W. Richards, Governor of the State of Texas, by virtue of the power vested in me, do hereby transfer the duties and responsibilities of the Governor's Center for Management Development to the Lyndon Baines Johnson School of Public Affairs at the University of Texas at Austin. The Lyndon Baines Johnson School is directed to continue providing quality management training for state employees and to expand the scope and role of its training mission as appropriate to meet the increased demands on public managers.
