Richards Governor of Texas ISSUE OF October 11, 1991"> Executive Order WPC 91-10 ESTABLISHING THE ETHICS COMMISSION TRANSITION TASK FORCE WHEREAS, the Texas Ethics Commission is created on January 1, 1992; and WHEREAS, the Texas Ethics Commission will be required to perform significant statutory duties from the date of its creation; and WHEREAS, there is a need for interim action to facilitate the necessary transition of duties between the Secretary of State and the Ethics Commission; and WHEREAS, the efficient transfer of responsibility from the Secretary of State to the Texas Ethics Commission is necessary to ensure the implementation of the statute creating the Commission; NOW THEREFORE, I, Ann W. Richards, Governor of the State of Texas, under the authority vested in me, do hereby create the Ethics Commission Transition Task Force. The Task Force is composed of Dr. Patricia Hayes, who will serve as the Governor's designee; John Tunnell, representing the Secretary of State; John Sharp, Comptroller of Public Accounts; Lias "Bubba" Steen, General Services Commission; Ann Fuelberg, Department of Information Resources; and the following public members: George Bayoud, Fran Coppinger, James Cribbs, Norman Lyons, James Marston, Louis Muldrow, Richard Slack, and Isaias Torres. Dr. Patricia Hayes shall chair the Task Force. The offices of the Governor, Lieutenant Governor, and Speaker shall pay for any travel expenses incurred by the public members. The purpose of the Task Force is to research the space and equipment needs for the Commission. The Task Force shall take preliminary action to secure necessary space and equipment on the Commission's behalf. The Task Force shall also identify the statutory duties and deadlines the Commission will face once it is created and develop a plan of action to assist the Commission in its initial states of operation. The Task Force shall meet monthly and at other times at the call of the Chair.
