The following services will provide the board a means to develop and validate a fair and accurate examination. The emphasis has been placed upon procedures which are designed to enhance the quality, fairness, and accuracy of the licensing examinations. Sound test development and validation procedures promote public protection in that incompetent candidates are more likely to fail the examinations while competent candidates have a better chance of passing. Candidates are also less likely to challenge the examinations, and this lessens the need for legal services to defend the examinations in court. Scope of Services Requested: conduct item review/passing score workshops; prepare workshop summary reports; provide general oversight and consultations related preparing and evaluating each administration of the examinations; prepare for and conduct content validation workshops; statistically analyze the results from the content validation workshops; prepare a report which describes the content validation research methodology along with the statistical results from the study.
