State law mandates a hierarchy of planning for solid waste management, including a state solid waste management plan, regional plans by the councils of governments, and local plans by cities, counties, and others. The Texas Legislature in 1989 provided for mandatory planning, subject to funding by the state. The NCTCOG is the designated "regional planning commission" (Texas Civil Statutes, Article 1011m) for municipal solid waste in this 16-county region as designated by the Texas Department of Health (Solid Waste Management Plan for Texas, 1980-1986 ). The NCTCOG is the voluntary association of more than 200 cities, counties, and special districts in the 16-county region. As the designated regional planning agency for development of a regional solid waste management, NCTCOG began working with its member governments in 1987 to determine issues and needs in solid waste management. The Resource Conservation Council (RCC) is the technical and policy advisory committee to NCTCOG's Executive Board on the solid waste planning program. RCC members are representatives from local governments, private industry, and citizen and environmental groups. Based on their input, a set of Regional Priorities for Solid Waste Management was first developed and adopted by NCTCOG in July 1989. These Priorities provided the basis for the identification and development of six key objectives for integrated solid waste management in the region during 1989 to 1991. These have been compiled into NCTCOG's adopted 1991-1992 Interim Regional Solid Waste Management Plan. Since September 1990, NCTCOG has been the recipient of regional planning assistance funds from the state. The Texas Department of Health provided planning grant funds on a 50% match basis to the council of governments for the year 1990-1991 and is providing 100% of planning grant funds for the year 1991- 1992. The state expects NCTCOG to produce a long-range regional solid waste management plan by August 1992. NCTCOG's Executive Board at their June 1991 meeting unanimously adopted the 1991-1992 Interim Regional Solid Waste Management Plan. The six strategies in the 600-page Interim Plan are intended to encourage the development of solid waste management plans by local governments while setting the stage for the completion of a long-range plan over the next year. The Interim Plan was developed by the RCC through a number of working task forces during the past two years. Upon completion in spring 1991, the RCC authorized distribution of the plan to local governments, solid waste industry representatives, and the general public for local review and comment. Public comments from five roundtables and a public hearing were reviewed by RCC and incorporated into the Interim Plan. The plan is now undergoing final review by the Texas Department of Health. Once adopted by the state, all public and private solid waste management activities and state regulatory activities shall conform to the plan. Based on the recommendations expressed in the Interim Plan, NCTCOG will gather further data and draft the long-range Regional Solid Waste Management Plan by Summer 1992. A detailed 1991-1992 work program was submitted to the Texas Department of Health which highlights potential tasks involving professional consultant assistance. To assist interested consultants, a consultant briefing will be held on Thursday, October 10, 1991 at 9:30 a.m. in the NCTCOG offices. NCTCOG will review the overall regional solid waste management plan development program and respond to questions concerning the request for qualifications. A task force of the Resource Conservation Council will review the RFQ responses and is expected to select at least three firms to be invited to submit a response to a request for proposal (subject to approval by the state). Consistent with that authorization, the Texas Rehabilitation Commission announces its intention to award a grant on behalf of the Texas Planning Council for Developmental Disabilities (council) to the Coalition of Texans with Disabilities (CTD) in Austin to support activities of the Attendant Services Task Force (ASTF). The ASTF was established by CTD in the early 1980s to provide a forum for identifying issues surrounding the provision of attendant services and for recommending program and funding solutions necessary to develop a statewide system of attendant services. The ASTF has become recognized as a resource in the state for the exchange of information on attendant services. The ASTF is made up of a cross-section of people with disabilities, service providers, advocates, and state agency program representatives. There are over 300 individuals on the ASTF mailing list and there are approximately 20 organizations who regularly participate in ASTF meetings. The ASTF has an open membership and meets bimonthly. All members are volunteers; there is no paid staff. Since its inception, the ASTF has successfully advocated for the establishment and expansion of attendant services programs in Texas for individuals with substantial functional limitations. The ASTF is currently also addressing three major issues: state and federal policy issues which impede the development of a statewide system of community-based attendant services rather than the patchwork of programs currently available with varied eligibility requirements and program limitations which limit accessibility for individuals needing attendant services; developing recommendations for revisions to rules, policies, and practices which promote attendant services based on an independent living model rather than a medical model; and strategies to recruit, train, and retain personal care attendants. Both the ASTF and council feel that concentrated efforts to address these issues can result in significant qualitative and quantitative changes in the availability of attendant services in Texas, for which the ASTF is uniquely qualified to continue providing a leadership role. The council also recognizes that such efforst are above the level provided by CTD to this point. The council and the ASTF also feel CTD's current expertise with attendant services issues in Texas uniquely qualifies them to continue in providing support to the ASTF and to perform the activities of this project. Description of Project . To promote the development of a statewide system of attendant services in Texas by conducting the following coordination, information-sharing, date collection, and policy analysis activities: provide support to ASTF activities: coordinate meetings, prepare and disseminate written materials; coordinate a statewide conference on attendant services in 1992; implementation study on recruitment, retention, and training of personal care attendants: complete the implementation study directly or through a subcontract; data collection and synthesis; submit to the council the implementation study which outlines action, steps, and recommendations on how to solve these issues; policy development: gather and disseminate information concerning attendant services; monitor attendant service issues; prepare reports on attendant issues; compile specific recommenations of the ASTF and disseminate them. Terms and Funding. The initial budget period will be December 1, 1991-November 20, 1992. The level of funding is expected to be in the range of $110,000 annually and 25% non-federal match is requested. The duration of the project is three years, contingent on periodic review of project performance by the council. The duration of the planning study project is 12 months. Criteria for Award. Eligible applicants must have previous experience in public policy analysis; program development activities related to attendant services; expertise in information dissemination activities and meeting planning and coordination; and knowledge of state and federal policymaking processes, particulary in the area of attendant services.
