Appointments for May 7, 2002.
Appointed as Judge of the 129th Judicial District Court in Harris County
for a term until the next General Election and until his successor shall be
duly elected and qualified, S. Grant Dorfman of Houston. Mr. Dorfman will
replace Judge Patrick W. Mizell of Houston who resigned.
Appointed as Justice of the Court of Appeals, First Appellate District,
Harris County, for a term until the next General Election and until her successor
shall be duly elected and qualified, Evelyn Keyes of Houston. Ms. Keyes will
replace Justice Davie L. Wilson who resigned.
Appointments for May 8, 2002.
Appointed to the Texas Council for the Humanities for a term to expire
on December 31, 2003, Kathleen Ford Bay of Austin (replacing Wright Lassiter
of Dallas whose term expired).
Appointed to the Texas Ethics Commission for a term to expire on November
19, 2005, Scott W. Fisher of Euless (replacing Louis Sturns of Arlington whose
term expired).
Appointed to the Midwestern State University Board of Regents for terms
to expire on February 25, 2008, Donna Arp of Colleyville (replacing Barbara
Dorman of Plainview whose term expired), Patricia A. Haywood of Wichita Falls
(replacing Elizableth Gifford of Amarillo whose term expired), Don Ross Malone
of Vernon (replacing Arnold Oliver of Wichita Falls whose term expired).
Appointments for May 10, 2002.
Appointed to the Texas Council for Developmental Disabilities for terms
to expire on February 1, 2007, Brenda K. Coleman-Beattie of Austin (replacing
Jerijean Houchins of Austin whose term expired), Ed Rankin of Dallas (replacing
Gary Kay of Amarillo whose term expired).
Appointed as Judge of the 152nd Judicial District Court in Harris County
for a term until the next General Election and until his successor shall be
duly elected and qualified, Kenneth Price Wise of Houston. Mr. Wise will replace
Judge Harvey G. Brown, Jr. who resigned.

Relating to the Creation of the Governor's Anti-Crime
Commission.
WHEREAS, one of the primary duties of government is to provide for the
safety of its people and to ensure measures are in place for their continued
protection; and
WHEREAS, the State of Texas recognizes the responsibility of the state
to pursue a strategy to reduce drug related crime, sexual abuse, gang activity,
and similar activities; and
WHEREAS, there exists a need for assessing the current programs, statutes,
and regulations related to drug crimes, sexual abuse, gang activity, and similar
activities;
NOW, THEREFORE, I, Rick Perry, Governor of the State of Texas, by virtue
of the power and authority vested in me by the Constitution and laws of the
State of Texas, do hereby order the following:
1. Creation of Commission. A Governor's Anti-Crime Commission (the "Commission")
is hereby created to advise the Governor on matters related to crime.
2. Composition and Terms. The Commission shall consist of members appointed
by the Governor.
The Governor will appoint two members to serve as co-chairs.
The Governor may fill any vacancy that may occur and may appoint any other
voting or ex officio, non-voting members as needed.
Any state or local officers or employees appointed to serve on the Commission
shall do so in addition to the regular duties of their respective office or
position.
All appointees serve at the pleasure of the Governor.
3. Duties. The Commission shall advise the governor on ways to:
* Better protect citizens and law enforcement through increased use of
new technologies;
* Reduce gang activity, particularly prison gangs, as it relates to drug
trafficking and abuse;
* Eliminate the profits of crime by providing local prosecutors with technical
assistance;
* Strengthen the state's laws to better protect Texans against pedophiles
and sexual predators; and
* Promote the use of effective prevention and treatment programs to help
reduce drug-related crime.
4. Coordination. The Commission, through its advisory efforts, shall coordinate
with national, state, and local entities and communicate with neighboring
states and Mexico to address similar issues.
5. Report. The Commission shall report its findings to the Governor no
later than December 1, 2002.
6. Meetings. Subject to the approval of the Governor, the Commission shall
meet at times and locations determined by the co-chairs.
7. Administrative Support. The Office of the Governor and other appropriate
state agencies shall provide administrative support for the Commission.
8. Other Provisions. The Commission shall adhere to guidelines and procedures
prescribed by the Office of the Governor. All members of the Commission shall
serve without compensation. Necessary expenses may be reimbursed when such
expenses are incurred in direct performance of official duties of the Commission.
This order is effective immediately and shall remain in effect and in full
force until modified, amended, rescinded, or superseded by me or by a succeeding
Governor.

BY THE GOVERNOR OF THE STATE OF TEXAS (41-2900)
TO ALL TO WHOM THESE PRESENTS SHALL COME:
WHEREAS, the Board of Education for the Fort Worth Independent School District
has requested that I exercise the governor's power to grant an emergency exception
to the uniform election date requirements pursuant to Sections 41.001 and
41.0011, Texas Election Code, and grant its request for a special election
on August 24, 2002, to fill a vacancy in the office of Board President; and
WHEREAS, the office of Board President for the Fort Worth Independent School
District is unique among Texas school districts inasmuch as it is elected
at-large by the voters of the District; and
WHEREAS, under Section 11.060, Election Code, the Board must fill the vacancy
within 180 days of March 15, 2002, the date the vacancy arose due to the death
of Mr. Gary Manny; and
WHEREAS, the next uniform election date upon which the voters could fill
this vacancy would be Tuesday, November 5, 2002, a date occurring after the
180-day deadline for filling the vacancy; and
WHEREAS, the Texas uniform election dates law is intended to serve the
interests of voters by allowing consolidation of elections onto a limited
number of uniform dates, but the views expressed by the Board, individual
citizens, and representatives of diverse organizations suggest that the interests
of voters would be better served in this unique case by permitting an earlier
election on a non-uniform date; and
WHEREAS, my office is granted the discretion under Section 41.0011, Election
Code, to declare an emergency warranting holding a special election before
the appropriate uniform election date;
NOW THEREFORE I, RICK PERRY, GOVERNOR OF TEXAS, under the authority vested
in me by the Constitution and Laws of the State of Texas, do hereby declare
that the foregoing circumstances constitute an emergency and, accordingly,
I grant permission for the Fort Worth Independent School District to conduct
a special election on August 24, 2002, for the sole purpose of filling the
vacancy in the office of Board President.
A copy of this order shall be mailed immediately to the Board of Education
for the Fort Worth Independent School District, and, should the Board of Education
choose to exercise its authority to call an election pursuant to this proclamation,
said election may be held on August 24, 2002, in accordance with law.
IN TESTIMONY WHEREOF, I have hereunto signed my name and have officially
