Notice and Opportunity to Comment on Requests for Consistency Agreement/Concurrence under the Texas Coastal Management Program
On January 10, 1997, the State of Texas received federal approval of the
Coastal Management Program (CMP) (62 Federal Register pp. 1439-1440). Under
federal law, federal agency activities and actions affecting the Texas coastal
zone must be consistent with the CMP goals and policies identified in 31 TAC
Chapter 501. As required by federal law, the public is given an opportunity
to comment on the consistency of proposed activities in the coastal zone undertaken
or authorized by federal agencies. Pursuant to 31 TAC §§506.25,
506.32, and 506.41, the public comment period for these activities extends
30 days from the date published on the Coastal Coordination Council web site.
Requests for federal consistency review were received for the following project(s)
during the period of December 21, 2000, through January 11, 2001. The public
comment period for these projects will close at 5:00 p.m. on February 12,
2001.

of jurisdictional adjacent wetlands to construct residential townhouses. Approximately

Applicant: Brazos River Harbor Navigation District; Location: The project

CCC Project No.: 01-0020-F1; Description of Proposed Action: The applicant
proposes to dredge a tug harbor, install four 36-inch mooring dolphins, and
a T-head pier. The applicant also proposes removal of the existing concrete
block revetment from the existing shoreline, dredge approximately 12,000 cubic
yards of clay and sand from the project site, and deposit the material on
a bermed, upland disposal site adjacent to the proposed harbor. The applicant
will also replace the concrete block revetment along the new shoreline. Type
of Application: U.S.A.C.E. permit application #22229 under §10 of the
Rivers and Harbors Act of 1899 (33 U.S.C.A. §403) and section 404 of
the Clean Water Act (33 U.S.C.A. §§125-1387).

Notice of Request for Information
Pursuant to Chapters 2305 and 403, Texas Government Code, the State Energy
Conservation Office of the Comptroller, on behalf of the State Energy Conservation
Office (SECO), Renewable Energy Demonstration Program (REDP), issues this
Request for Information (RFI) from Texas Independent School Districts (ISDs)
to participate in the REDP Solar for Texas Schools Education Outreach Program
(Program). SECO requests information from ISDs under this RFI interested in
working with SECO's contractor in installing small-scale educational solar
energy systems, procuring and installing hands-on monitoring systems, developing
and implementing a renewable energy education curriculum relative to the small-scale
solar energy systems, and developing and implementing a community outreach
program to showcase the solar energy systems installed. Respondents should
also detail in their responses recommended means to secure additional funding
for the project in their ISDs through public-private partnerships with utilities
or other entities. SECO reserves the right, in its sole discretion, to select
one or more respondents to participate in the Program. Selected ISDs will
work with SECO's contractor selected under a separate Request for Proposals
(RFP). That RFP describes the coordination between SECO's contractor and the
ISDs. Such RFP will be posted on SECO's website at: http://www.seco.cpa.state.tx.us/re_html.htm.
Interested ISDs are strongly encouraged to review the RFP and submit written
questions to SECO prior to responding to this RFI.

for Schools Project, including objectives and major tasks for each participant;
(5) approximate budget and itemization of matching funds or other contributions

for completion; and (7) a concise statement of the reasons the respondent

Pursuant to Chapters 2305 and 403, Texas Government Code, and Chapter 113,
Natural Resources Code, the Comptroller of Public Accounts (Comptroller),
State Energy Conservation Office (SECO), on behalf of the Texas Alternative
Fuels Council (Council), announces the issuance of a Request for Proposals
(RFP #120b) from qualified, independent firms, institutions, and entities
currently involved in alternative fuels projects statewide, to submit proposals
detailing alternative fuels projects demonstrating off-road emission reductions
in air quality and non-attainment areas of the state (Project). The projects
submitted and detailed in the proposals must have the potential for replication,
be near commercialization, and be highly visible. Respondents should detail
in their proposals any matching fund amounts, sources, or other funding mechanisms.
Council estimates total budget for the project to be approximately $150,000.
The successful respondent(s) will be expected to begin performance of the
contract or contracts, resulting from this RFP, if any, on or about April
2, 2001.

Invitation for Bid
The purpose of this Invitation for Bid (IFB) is to secure bids which shall
result in a contract between the Texas Commission for the Deaf and Hard of
Hearing (TCDHH) and a vendor for development of sign language interpreter
test materials and for psychometric services.
NOTE: Texas Commission for the Blind (TCB) completes administrative functions
including purchasing for TCDHH. This contract shall be with TCDHH. TCDHH shall
be responsible for approving all work completed under the contract and all
payments made to the awarded vendor.
The Board for Evaluation of Interpreters (BEI) was created as an advisory
body in 1980 as part of the enabling legislation that re-established the Texas
Commission for the Deaf, now known as the Texas Commission for the Deaf and
Hard of Hearing (TCDHH). This legislation gave the Commission authority to
establish a program for the testing and certification of interpreters who
have demonstrated varying levels of proficiency in sign language interpreting.
The BEI board was given responsibility to design and develop a system for
interpreter evaluation and certification (Chapter 81, Human Resources Code, §81.007).
SCOPE OF WORK
TCDHH has five separate phases of work for which bids are being solicited.
These phases are: Job Analysis, Written Test Development, Performance Test
Development, Evaluation/Evaluator Training, and Statistical Analysis Services.

Standard Application System Concerning Public Charter Schools
Eligible Applicants. The Texas Education Agency (TEA) is requesting competitive
applications under Standard Application System (SAS)-#A516 from open-enrollment
and local campus charter schools as established by Texas Education Code (TEC),
Chapter 12, to support dissemination activities. Open-enrollment charter schools
that have been in operation for at least three consecutive years and have
demonstrated overall success are eligible to apply. Eligibility criteria include
the following: (a) substantial progress in improving student achievement;
(b) high levels of parent satisfaction; and (c) the management and leadership
necessary to overcome initial start-up problems and establish a thriving,
financially viable charter school. Campus charters and campus program charters
that have been successfully operating for three years and
meet criteria (a)-(c)
are also eligible to apply. Applications will
be mailed automatically to each eligible public charter school so designated
in the agency organizational database. Campus charters and campus program
charters not included in the TEA database must request a copy of the RFA from
TEA.
Description. In accordance with the purpose of the federal Public Charter
Schools Dissemination Grant Program, funds may be used to support activities
that help open new public schools (including public charter schools) or share
the lessons learned by charter schools with other public schools.
Activities
may include: (a) assisting other individuals with the planning
and start-up of one or more new public schools, including charter schools,
that are independent of the assisting charter school and its developers and
that agree to be held to at least as high a level of accountability as the
assisting charter school; (b) developing partnerships with other public schools,
including charter schools, designed to improve student performance in each
of the schools participating in the partnership; (c) developing curriculum
materials, assessments, and other materials that promote increased student
achievement and are based on successful practices within the assisting charter
school; and (d) conducting evaluations and developing materials that document
the successful practices of the assisting charter school that are designed
to improve student achievement.
Dates of Project. The federal Public Charter Schools Dissemination Grant
Program will be implemented between April 30, 2001, and May 31, 2002. Applicants
should plan for a starting date of no earlier than April 30, 2001, and an
ending date of no later than May 31, 2002.
Project Amount. Funding will be provided for the charter schools that have
had three years of successful operation and that meet the eligibility criteria.
Each project will receive a maximum of $40,000. Project funding in any subsequent
year will be based on satisfactory progress of the first-year objectives and
activities and on general budget approval by the State Board of Education
and the commissioner of education
and grant
award and appropriations by the U.S. Congress. This project is funded 100%
from the Public Charter Schools federal funds. It is estimated that approximately
20 dissemination grants will be awarded.
The TEA is not obligated to approve an application, provide funds, or endorse
any application submitted. The TEA is not committed to pay any costs before
an application is approved. The TEA is not obligated to award a grant or pay
any costs incurred in preparing an application.

the final delivery point; evaluating the economics of transportation taking
into consideration economies of scale, handling efficiency, and the commitment
of resources; and presenting findings in the form of a project cost-benefit
analysis, a project risk assessment, a project beneficiaries assessment and
a summary evaluation.

The federal Clean Water Act (CWA), §305(b) requires states to produce
a periodic inventory comparing water quality conditions to established standards

development of a list of impaired water bodies not meeting established standards.
The most recent inventory and list of impaired water bodies for Texas were

The Texas Natural Resource Conservation Commission (TNRCC or commission)
staff is providing an opportunity for written public comment on the listed

on four tracts of land. Tract 1, located in an unincorporated area of Montgomery
county, consists of approximately 14.9 acres and is located in Imperial Oaks
Estates II, Section 4, which consists of 48 lots, none of which currently
receive electric service. Tract 1 is certificated to EGSI and will be transferred
to Reliant. Tract 2, located in the Woodlands in an unincorporated area of
Montgomery County, consists of approximately 52.79 acres located between SH
1488 and property owned by The Woodlands Development Company (WDC). The Parkwood
Baptist Church owns the area of Tract 2. Tract 2 is certificated to Reliant
and will be transferred to EGSI. Tract 3, located in Montgomery County within
the extra-territorial jurisdiction of the City of Houston, involved a transfer
between EGSI and Reliant of various tracts of WDC property located in The
Woodlands. The WDC requested that EGSI and Reliant make these transfers in
order to realign the certificated areas of EGSI and Reliant in Village 5 located
along Woodlands Parkway in The Woodlands so that only one utility provides
electric service in a given area. EGSI provides service to 26 customers in
Parcel 3M of Tract 3. The southern part of Parcel 3M is in Reliant's certificated
service area. Tract 4, located in an unincorporated area of Harris County,
consists of 140 lots (approximately 280 acres) located in the Commons Lake
Houston (The Commons). Tract 4 is certificated to EGSI and will be transferred
to Reliant. Tract 4 is located in the northern half of Section 1 and the southern
half of Section 3 of The Commons. Reliant is presently serving 59 lots in

Request for Applications
The Texas Water Development Board (Board) requests, pursuant to 31 Texas
Administrative Code (TAC) §355, Subchapter A, as amended, the submission
of planning proposals leading to the possible award of contracts for regional
facility planning. This planning will evaluate and determine the most feasible
alternatives to meet water supply and/or wastewater facility needs, estimate
the costs associated with implementing feasible water supply and/or wastewater
facility alternatives, and identify institutional arrangements to provide
water supply and/or wastewater services for areas in Texas. In order to receive
a grant, the applicant must have the authority to plan, implement, and operate
regional water supply and/or wastewater facilities.
Planning applications may be submitted by eligible political subdivisions
from any area of the State. To be eligible for funding at least two political
subdivisions must participate in the proposed study and more than one service
area must be evaluated for feasibility of regional facilities. In addition,
applicants must supply a map of the geographical planning area to be studied.
Description of Planning Purpose and Objectives. Note: Studies related to
the development of regional water supply plans, the evaluation of water supply
alternatives, and drought response plans as defined in Senate Bill 1, 75th
Session, Texas Legislature are not eligible for funding under this Request
for Proposals. The purpose of this program is for the State to assist local
governments to prepare plans that document water supply and/or wastewater
service facility needs, identify feasible regional alternatives to meet water
supply and/or wastewater facility needs, and present estimates of costs associated
with providing regional water supply facilities and distribution lines and/or
regional wastewater treatment plants and collection systems.
A water conservation plan and a drought management plan must be developed
to ensure that existing and future sources are used efficiently and as a basis
for confirming demand projections of future need. The Board's population and
water demand projections will be considered in preparing projections. Discrete
phases to implement regional water supply and/or wastewater facilities to
meet projected needs will be identified. Evaluation of environmental, social,
and cultural factors for possible solutions identified in the plan. Cost estimates
will be made for each respective implementation phase to determine the capital,
operation, and maintenance requirements for a 30-year planning period. Separate
cost estimates will be made for each regional water supply and/or wastewater
system component, including the water conservation program.
Description of Funding Consideration. Up to $600,000 has been initially
authorized for FY 2001 assistance for regional facility planning from the
Board's research and planning fund. Up to 50 percent funding may be provided
to individual applicants, with up to 75 percent funding available to areas
identified in 31 TAC §355.10 (a), as amended, as economically disadvantaged.
In the event that acceptable proposals are not submitted, the Board retains
the right to not award contract funds.
