Pursuant to Texas Government Code, §2001.027 and 1 TAC §91.65(c)(2),
the proposed new section, submitted by the Texas Department of Mental Health
and Mental Retardation has been automatically withdrawn. The new section as
proposed appeared in the October 29, 1999 issue of the
Texas Register
(24 TexReg 9581).
