text other than the reinsertion of the portion of the definition of "key pair"
that was inadvertently omitted.
Mr. Larry Zeplin, Director of the Administrative Operations Division, has
determined that for each year of the first five years the proposed amendment
will be in effect, there will be no fiscal implications for state government
as a result of enforcing or administering the amendment. There will be no
foreseeable fiscal implications for local government as a result of enforcing
or administering the amendment.
Mr. Zeplin has also determined that for each year of the first five years
the proposed amendment will be in effect, there will be a benefit to the public
in that the rule governing digital signatures will be clearer and more complete.
There will be no effect on small businesses. There is no anticipated economic
cost to persons who are required to comply with the amendment as proposed.
Comments on the proposal may be submitted to C. J. Brandt, Jr., General
Counsel, Department of Information Resources, P.O. Box 13564, Austin, Texas,
78711, no later than 5:00 p.m., within 30 days after publication.
The amendment is proposed in accordance with Texas Government
Code §2054.052(a), which provides the department may adopt rules as necessary
to implement its responsibilities, and Texas Government Code §2054.060(a),
which permits the department to adopt rules pertaining to digital signatures.
No other article, statute or code is affected by this proposed amendment.

public key can verify a digital signature that the private key creates.
