19 TAC §66.28
The Texas Education Agency (TEA) adopts an amendment to 19
TAC §66.28, concerning the identification of the essential knowledge
and skills that will be used in evaluating textbooks, without changes to the
proposed text as published in the March 19, 1999, issue of the
Texas Register
(24 TexReg 1895).

which authorizes the State Board of Education, to identify the essential knowledge
and skills.
This agency hereby certifies that the adoption has been reviewed
by legal counsel and found to be a valid exercise of the agency's legal authority.
