the ECI is contemporaneously proposing
the review of Subchapter E. Early Childhood Intervention Service Delivery
for Milestones Services, §§621.81-621.84. This review is in accordance
with the Appropriations Act of 1997, HB 1, Article IX, Section 167.
Donna Samuelson, Deputy Executive Director, Interagency Council on Early
Childhood Intervention, has determined that for the first five-year period
the repeals are in effect there will be no fiscal implications for state or
local government as a result of enforcing or administering the repeals.
Ms. Samuelson also has determined that for each year of the first five
years the repeals are in effect the public benefit anticipated as a result
of enforcing the repeals will be updated rules. There will be no effect on
small businesses. There are no anticipated economic costs to persons who are
required to comply with the repeals as proposed.

Interagency Council on Early Childhood Intervention, 4900 North Lamar Boulevard,
Austin, Texas 78751-2399.
The repeals are proposed under the Human Resources Code, Chapter
73, which provides the Interagency Council on Early Childhood Intervention
with the authority to promulgate rules consistent with the Code.
No other statutes, articles or codes are affected by the proposed repeals.

This agency hereby certifies that the proposal has been
reviewed by legal counsel and found to be within the agency's legal authority
to adopt.
