Pursuant to Texas Government Code, §2001.027 and 1 TAC §91.65(c)(2), the proposed new section, submitted by the Railroad Commission of Texas has been automatically withdrawn. The new section as proposed appeared in the September 11, 1998, issue of the Texas Register (23 TexReg 9198).
