REVIEW OF AGENCY RULES This Section contains notices of state agency rules review as directed by the 75th Legislature, Regular Session, House Bill 1 (General Appropriations Act) Art. IX, Section 167. Included here are: (1) notices of plan to review; (2) notices of intention to review, which invite public comment to specified rules; and (3) notices of readoption, which summarize public comment to specified rules. Agency Rule Review Plans Texas Workforce Commission February 9, 1998 Office of the Texas State Chemist/Texas Feed and Fertilizer Control Service February 10, 1998 General Land Office February 19, 1998 Texas Racing Commission February 20, 1998 Coastal Coordination Council February 25, 1998 General Land Office February 25, 1998 Proposed Rule Review Texas Racing Commission Pursuant to Chapter 1275, Acts of the 75th Legislature, 1997, sec.5(c), and the Appropriations Act, Article IX, sec.167, the Texas Racing Commission proposes to readopt Chapter 319, Veterinary Practices and Drug Testing. Under the Texas Racing Act, Texas Civil Statutes, Article 179e, sec.3.16, the Commission is required to adopt rule prohibiting the illegal influencing of the outcome of a pari-mutuel horse or greyhound race. Those rules must include rules relating to the use of prohibited substances. Pursuant to this authority, the Commission adopted Chapter 319, which establishes the procedures for veterinary practices on race animals involved in pari-mutuel racing, as well as the procedures for conducting chemical analysis (drug testing) on specimens obtained from race animals. To ensure the health and safety of race animals and the intergrity of pari- mutuel racing, the Commission has determined that these rules relating to veterinary practices and drug testing should continue to exist.
