Interagency Council on Early Childhood Intervention Services CHAPTER 621.Early Childhood Intervention Early Childhood Intervention Service Delivery 25 TAC sec.621.23, sec.621.24 The Interagency Council on Early Childhood Intervention Services adopts on an emergency basis 25 TAC sec.621.23 and sec.621.24, concerning requirements for physical therapy services, and self-assessment process for new Early Intervention Specialist (EIS) Professionals. These sections define terms commonly used in the profession. This section is adopted on an emergency basis to comply with federal regulations. The amendments are adopted on an emergency basis under the Human Resources Code, Chapter 73 which authorizes the Interagency Council on ECI to establish rules regarding services provided for children with developmental delays. sec.621.23.Service Delivery Requirements for Comprehensive Services. Programs that receive Early Childhood Intervention (ECI) funds for comprehensive services must have written policies and procedures which are implemented and evaluated in each of the following areas. (1)-(4) (No change). (5) Individualized family service plan (IFSP). An IFSP must be developed for each child eligible for comprehensive services and the child's family.
