Register publishes executive orders issued by the Governor of Texas. 
Appointments and proclamations are also published. Appointments are published in

Appointments Made October 26, 1995
      To be a member of the 47th Judicial District, Potter and Armstrong 
Counties, for District Attorney until the next General Election and until her 
successor shall be duly elected and qualified: Rebecca King, 2400 South Polk, 
Amarillo, Texas 79101. Mrs. King will be replacing Danny E. Hill of Amarillo who 
is deceased.

Appointments Made October 31, 1995
      To be a member of the Governor's Drug Policy Advisory Board for a term at 
the pleasure of the Governor pursuant to Executive Order GWB 95-7: Robert S. 
Archer, Assistant Chief of Police, P.O. Box 1631, Harlingen, Texas 78551.
      To be a member of the 177th Judicial District Court, Harris County, as 
Judge until the next General Election and until her successor shall be duly 
elected and qualified: Carol G. Davies, 435 Southchester, Houston, Texas 77079. 
Ms. Davies will be replacing Judge Miron A. Love of Houston who retired.

Appointments Made November 3, 1995
      To be a member of the Upper Neches River Municipal Water Authority Board 
of Directors for a term to expire February 1, 2001: Joe M. Crutcher, 2200 
Monica, Palestine, Texas 75801. Mr. Crutcher will be replacing Ben Swinney of 
Palestine whose term expired.
      To be a member of the Texas State Board of Medical Examiners for a term to 
expire April 13, 1997: Jenat Terhune Turner (Teddy), 3408 Taylors Drive, Austin, 
Texas 78703. Mrs. Turner is being appointed to a position that was never filled.
      To be a member of the Texas Historical Records Advisory Board for a term 
to expire January 23, 1998: Martha K. Crowley, 2209 White Cliff Lane, 
Richardson, Texas 75080. Mrs. Crowley will be replacing Dr. Felix G. Almaraz, 
Jr. of San Antonio whose term expired.
      To be a member of the Texas Historical Records Advisory Board for a term 
to expire January 23, 1998: Nancy L. Boothe, 2135 University Boulevard, Houston, 
Texas 77030. Mrs. Boothe will be replacing Dr. Gerald D. Saxon of Arlington 
whose term expired.
      To be a member of the Texas Historical Records Advisory Board for a term 
to expire January 23, 1998: Randal B. Gilbert, 603 South Bois d'Arc, Tyler, 
Texas 75701. Mr. Gilbert will be replacing Elizabeth Torrence of Clifton who 
resigned.
      To be a member of the Gulf Coast Waste Disposal Authority Board of 
Directors for a term to expire August 31, 1997: Rafael Ortega, 2007 Cobbie Creek 
Drive, Houston, Texas 77073. Mr. Ortega will be replacing Jerome J. Pennington 
of Houston whose term expired.
      To be a member of the Coastal Water Authority Board of Directors for a 
term to expire April 1, 1997: Ambassador Leonard H. O. Spearman, Sr., 2207 South 
Braeswood, Apartment 43-I, Houston, Texas 77030. Ambassador Spearman will be 
replacing Joseph G. Soliz of Houston whose term expired.
      To be a member of the Coastal Water Authority Board of Directors for a 
term to expire April 1, 1997: Johnnie G. Jennings, 5049 FM 1405, Baytown, Texas 
77520. Mr. Jennings is being reappointed.

Texas 75751. Mr. Moore will be replacing Judge R. W. Lawrence of Palestine who 
retired.
      To be a member of the 378th Judicial District Court, Ellis County, as 
Judge until the next General Election and until his successor shall be duly 
elected and qualified: The Honorable Roy A. Scoggins, Jr., 1204 Lakeridge, 
Ennis, Texas 75119. Judge Scoggins is being appointed to a newly created court 
pursuant to House Bill Number 3235, 74th Legislature, Regular Session.
      To be a member of the 381st Judicial District Court, Starr County, as 
Judge until the next General Election and until his successor shall be duly 
elected and qualified: John A. Pope, III, 108 North Pope Street, Rio Grande 
City, Texas 78582. Mr. Pope is being appointed to a newly created court pursuant 
to House Bill Number 3235, 74th Legislature, Regular Session.
      To be a member of the 382nd Judicial District Court, Rockwall County, as 
Judge until the next General Election and until his successor shall be duly 
elected and qualified: The Honorable William B. Lofland, 1200 Ridge Road, 
Rockwall, Texas 75087. Judge Lofland is being appointed to a newly created court 
pursuant to House Bill Number 3235, 74th Legislature, Regular Session.
      To be a member of the 383rd Judicial District Court, El Paso County, as 
Judge until the next General Election and until his successor shall be duly 
elected and qualified: Kathleen Cardone, [address redacted]. Judge Cardone is being appointed to a newly created court pursuant 
to House Bill Number 3235, 74th Legislature, Regular Session.
      To be a member of the 384th Judicial District Court, El Paso County, as 
Judge until the next General Election and until his successor shall be duly 
elected and qualified: James Amador Daross, 4809 Costa De Oro Road, El Paso, 
Texas 79922. Mr. Daross is being appointed to a newly created court pursuant to 
House Bill Number 3235, 74th Legislature, Regular Session.
      To be a member of the 392nd Judicial District Court, Henderson County, as 
Judge until the next General Election and until his successor shall be duly 
elected and qualified: Carter William Tarrance, 810 Maryland Drive, Athens, 
Texas 75751. Mr. Tarrance is being appointed to a newly created court pursuant 
to House Bill Number 3235, 74th Legislature, Regular Session.
      To be a member of the 394th Judicial District Court, Brewster, Hudspeth, 
Culberson, Presidio, and Jeff Davis Counties, as Judge until the next General 
Election and until his successor shall be duly elected and qualified: Kenneth D. 
DeHart, P.O. Box 1410, Alpine, Texas 79831. Mr. DeHart is being appointed to a 
newly created court pursuant to House Bill Number 3235, 74th Legislature, 
Regular Session.
      To be a member of the 411th Judicial District Court, San Jacinto, Trinity, 
and Polk Counties, as Judge until the next General Election and until his 
successor shall be duly elected and qualified: The Honorable Robert Hill Trapp, 
P.O. Box 96, Coldspring, Texas 77331. Mr. Trapp is being appointed to a newly 
created court pursuant to House Bill Number 3235, 74th Legislature, Regular 
Session.
      To be a member of the Psychological Associate Advisory Committee for a 
term to expire February 1, 2001: Lisa R. Van Stone, 4310 Lamont Circle, 
Bellaire, Texas 77401-3207. Ms. Van Stone will be replacing Stephen Clark Smith 
of Beaumont whose term expired.
      To be a member of the Psychological Associate Advisory Committee for a

Vista, Texas 78645. Mr. Clark will be replacing Jan Sherrod Clay of Bastrop 
whose term expired.

      To be a member of the Texas Judicial Council for a term to expire February

76134. Justice Dauphinot will be replacing Chief Justice William G. Arnot, III 
of Eastland whose term expired.
      To be a member of the Texas Judicial Council for a term to expire February

Texas 78028. Judge Ables will be replacing Judge Weldon Kirk of Sweetwater whose 
term expired.

Richards will be replacing Fred V. Barbee, Jr. of El Campo whose term expired.
