Appointments Made July 13, 1995 To be a member of the District Attorney for the 12th Judicial District, Grimes, Madison, and Leon Counties until the next General Election and until his successor shall be duly elected and qualified: Tuck Moody McLain, 607 Manley Street, Navasota, Texas 77868. Mr. McLain will be replacing David S. Barron of Anderson who resigned. Bush Governor of Texas Executive Order GWB 95-9 Establishing the Texas Defense Economic Adjustment Advisory Council WHEREAS, the defense industry and the operation of military installations have a significant impact on the Texas economy; and WHEREAS, federal defense expenditures have decreased dramatically in recent years and are expected to continue to decline, potentially causing thousands of military and civilian job losses in the State of Texas; and WHEREAS, major Texas military installations have been identified for closure/realignment by the 1995 Base Realignment and Closure Commission, potentially resulting in additional job losses in Texas; and WHEREAS, Texas must have a coordinated state-wide response to deal with the reduction in federal defense expenditures and the resulting job losses and to protect and enhance Texas' long-term economic well-being. NOW, THEREFORE, I, George W. Bush, Governor of Texas, by the authority vested in me do hereby establish the Texas Defense Economic Adjustment Advisory Counci. Section 1: Mission of the Council (a) The Council shall advise regarding: (1) the development of a coordinated approach between all levels of government and the private sector to assist in the transition of impacted defense workers; (2) ways to assist defense-related companies diversify into other commercial- based endeavors and expand domestic and international market opportunities; (3) incentives to persuade defense-related companies to remain or consolidate in Texas; (4) ways to assist defense-dependent communities plan and reorganize to meet the challenge of reduced defense contracts and base closures/realignments. (b) The Council shall provide a triennial report on its progress. The report should suggest specific regulatory reform, pilot initiatives, legislative change, or executive branch action. Section 2: Structure and Rules of the Council (a) The Council shall consist of the following representatives: 1. Form state government: Executive Director, Texas Department of Commerce as Chair Attorney General Comptroller of Public Accounts Executive Director, Texas Work Force Commission Commissioner of Higher Education Executive Director, Texas Department of Housing and Community Affairs Executive Director, Texas Natural Resource Conservation Commission Executive Director, Texas Department of Licensing and Regulation Executive Director, Public Utility Commission of Texas Chair, Texas Railroad Commission Executive Director, Texas Department of Transportation Executive Director, Texas Water Development Board 2. A Vice-Chair appointed by the Governor. 3. A member of the Texas Senate, appointed by the President of the Senate. A member of the Texas House of Representatives, appointed by the Speaker of the House. 4. Two members of the Texas Delegation to the United States Congress, one from the House of Representatives and one from the Senate. 5. The Chairpersons, or their designees, of officially recognized Texas Community Base Redevelopment Authorities. 6. Up to ten private sector members, representing businesses in the defense industry. 7. One member appointed from a labor organization which represents workers in the defense industry. 8. One representative from the U.S. Armed Forces from candidates stationed in Texas and recommended by the Department of Defense, and the Director of the Federal Veterans Affairs Regional Office in Texas both to serve in a liaison capacity. 9. One representative from a defense-dependent community which is not represented by an officially recognized Texas Community Base Redevelopment Authority. 10. Four members with economic development and defense-related experience. (c) The Council shall be organized into the following committees: Human Resources, Community Development, Environmental Issues, Defense Industry. The committee chairs will be designated by the Chair. (d) All members are appointed by the Governor to serve at his pleasure. The Governor may add representatives from other state agencies as deemed necessary. (e) The Office of Defense Transition Services, Texas Department of Commerce shall provide staff support to the Council. (f) Each state agency appointee shall designate a defense coordinator to represent the agency and provide support on defense transition issues to the Council and the Office of Defense Transition Services, Texas Department of Commerce. (g) The Council shall meet at the call of the Chair and shall be disbanded at the discretion of the Governor. (h) All Council members serve without compensation.
