Northam Legal Executive Assistant Texas Department of Transportation Filed: February 8, 1995 The University of Texas System Consultant Proposal Request The University of Texas System (UT System) requests, pursuant to the provisions of Texas Government Code, Chapter 2254, Subchapter B, a submission of a proposal to award a contract for a consultant to assist the UT System in conducting a comprehensive review of its options in the areas of master custody, master trust, global custody, securities lending and performance measurement services for its custodied assets representing approximately $6.5 billion. The consultant selected must meet the following requirements and provide the services identified as follows. 1. The consultant's primary business is Master Trust Custody and Securities Lending services. 2. The consultant must have recent experience, within the past two years, providing global custodian consulting services to large universities or endowment funds with assets greater than $2 billion per client. 3. Be able to demonstrate a proven track record of customer satisfaction in the selection of Master Trust Custodial services and Securities Lending services. 4. Be able to provide a database of Request for Proposal (RFP) questions to support and enhance the questions already developed by the UT System staff. 5. Evaluate responses and narrow the playing field to a few banks based on an objective matrix system established through the RFP. 6. Be able to demonstrate they can provide expertise in the area of global custody. 7. Assist in the selection of finalist candidate and negotiate contract with service provider(s). 8. Analyze and provide an in-dept review of securities lending to determine the best configuration to support the directives of management. 9. Possess direct knowledge regarding current market fees as it relates to organizations similar to the UT System. 10. Possess up-to-date knowledge in the latest developments in PC workstation technology. 11. Possess current information regarding custodians' concentration of business and provide an assessment of bank's or trust company's commitment to endowment institutional support services. 12. Must have no affiliation with companies or individuals offering related services, thereby avoiding any conflict of interest. An original and two copies of the RFP must be submit to UT System prior to 5:00 p.m. on Friday, February 17, 1995. Proposals received thereafter will not be considered and will be returned unopened.
