The purpose of this initiative is to help individual public school campuses implement practices and procedures consistent with deregulation and school restructuring to improve student achievement and to increase parental and community involvement in the schools. Grants must be used for the training and development of school staff, parents, and community and business leaders so they understand the academic standards and practices necessary for high academic achievement and appropriate strategies to deregulate and restructure the school to improve student achievement. Grantees must demonstrate the responsible use of the grant to achieve: (1) campus deregulation and restructuring to improve academic performance; (2) implementation of a comprehensive plan to ensure the continuous development and training of teachers, parents, and community leaders to understand academic standards, develop effective strategies to improve academic performance, and organize a large constituency of parents and community leaders to hold the school and school district accountable for achieving high academic standards; and (3) ongoing progress in achieving higher academic performance. The Staff Development and Parent Training for Campus Deregulation and Restructuring to Improve Student Achievement Grant Program will be implemented during the 1995-1996 school year. Applicants should plan for a starting date of no earlier than June 1, 1995, and an ending date of no later than August 31, 1996. Project Amount. Up to $15,000 will be awarded to each funded project for the 1995-1996 school year. It is anticipated that approximately 27 new project grants will be awarded in 1995-1996. Selection Criteria. Applications will be selected based on the ability of each applicant to carry out all requirements contained in the RFA. The TEA reserves the right to select from the highest ranking applications those that address all requirements in the RFA, and whose total percent of identified students from low income families exceeds the state percentage of students from low income families or whose total percent of students passing all tests taken on the most recent administration of the Texas Assessment of Academic Skills (TAAS) was below the state average.
