     As required by Texas Civil Statutes, Article 6252-13a, sec.6, the Texas 
Register publishes executive orders issued by the Governor of Texas. 
Appointments and proclamations are also published. 
Appointments are published in chronological order. Additional information on

Appointments Made July 14, 1994
      To be a member of the Texas Diabetes Council for a term to expire February 
1, 1998: Jacqueline S. Martin, 11983 Bob White Drive #845, Houston, Texas 77035. 
Ms. Martin is being reappointed.
      To be a member of the Texas Diabetes Council for a term to expire February 
1, 1996: Ronald A. Kapche, 1231 Emerald Green, Houston, Texas 77094. Mr. Kapche 
will be filling the unexpired term of Amelie G. Ramirez of San Antonio, who 
resigned.
      To be a member of the Texas Rehabilitation Commission for a term to expire 
August 31, 1999: Matthew T. Doyle, 4210 Blackhawk, Texas City, Texas 77590. Mr. 
Doyle will be replacing Jim Gray of Longview, whose term expired.
      To be a member of the Group Benefits Advisory Committee for a term to 
expire August 31, 1996: Delbert L. Smith, P.O. Box 1985, Grapevine, Texas 76099. 
Mr. Smith is being appointed pursuant to Texas Insurance Code, sec.3.50-2.
      To be a member of the Polygraph Examiners Board for a term to expire June 
18, 1997: Bob H. Musser, 10611 Wickersham Lane, Houston, Texas 77042. Mr. Musser 
will be filling the unexpired term of Antonio V. Suarez-Barrio of Copperas Cove, 
who resigned.

Appointments Made July 19, 1994
      To be a member of the Upper Colorado River Authority Board of Directors 
for a term to expire February 1, 1997: Carrol E. Hill, 26 Southridge, San 
Angelo, Texas 76904. Mr. Hill will be filling the unexpired term of Victor 
Choate of San Angelo, who resigned.
      To serve as chair of the Brazos Valley Regional Review Committee for a 
term at the pleasure of the Governor, Mayor Robert C. Appel, Jr., of Brenham.

Antonio, Texas 78214. Commissioner Tejeda will be replacing Mary M. Burk of San 
Angelo, who resigned.

      To be a member of the Lower Colorado River Authority Board of Directors 
for a term to expire February 1, 1999: Michael Lucksinger, P.O. Box 808, Burnet, 
Texas 78611. Mr. Lucksinger is being reappointed.
      To be a member of the Real Estate Research Advisory Committee for a term 
to expire January 23, 1999: Andrea Lopes Moore, 3114 Newcastle Drive, Houston, 
Texas 77027. Ms. Moore will be replacing Alberto Gonzales of Houston, whose term 
expired.
      To be a member of the Texas Appraiser Licensing and Certification Board 
for a term to expire January 31, 1999: Maria F. Almanza, 720 Willow Glen, El 
Paso, Texas 79922. Ms. Almanza will be replacing Gary Condra of Lubbock, who 
resigned.
      To be a member of the Finance Commission of Texas for a term to expire

Mr. Johnson will be replacing Katherine (Chula) B. Reynolds of Austin, who 
resigned.
      To be a member of the Texoma Regional Review Committee for a term to 
expire January 1, 1996: The Honorable Dennis Whitlock, 1201 North Eighth Street, 
Honey Grove, Texas 76446. Alderman Whitlock will be replacing Lester Loftice of 
Ladonia, who is deceased.

Executive Order
AWR 94-20
Creating the Red River Boundary Task Force
 WHEREAS, the 72nd Legislature created the Red River Boundary Commission to 
confer and act in conjunction with appointed representatives of Oklahoma for the 
purposes expressed in Senate Concurrent Resolution 46, 72nd Legislature (namely, 
recommendations for the establishment of a permanent boundary between Texas and 
Oklahoma); and
 WHEREAS, the tasks of the Commission were not completed by the date prescribed 
by S.C.R. 46 for the Commission to terminate; and
 WHEREAS, the duties established by S.C.R. 46 continue to be of utmost 
importance to the State of Texas;
NOW THEREFORE, I, Ann W. Richards, Governor of the State of Texas, under the 
authority vested in me, do hereby create the Red River Boundary Task Force to 
continue the role of the Red River Boundary Commission. The Task Force shall be 
composed of those seven persons previously appointed to the Commission.
 The Task Force shall report to the Legislature by December 31, 1994 its 
findings and recommendations concerning joint action by the State of Texas and 
the State of Oklahoma regarding the location of the boundary between the states.
 This Executive Order expires on June 1, 1995.
