    As required by Texas Civil Statutes, Article 6252-13a, sec.6, the Texas 
Register publishes executive orders issued by the Governor of Texas. 
Appointments and proclamations are also published. 
Appointments are published in chronological order. Additional information on

Appointments Made March 3, 1994
      To be a member of the Texas Committee for the Humanities for a term to 
expire December 31, 1995: Thomas J. Wageman, 17815 Lost View Road, Dallas, Texas 
75252. Mr. Wageman will be replacing Jay Vogelson of Dallas, whose term expired.
      To be a member of the Texas Committee for the Humanities for a term to 
expire December 31, 1995: Helen Carol Nicklaus, 4308 Charles Street, Amarillo, 
Texas 79106. Ms. Nicklaus will be replacing Anita Arnold of Texarkana, whose 
term expired.
      To be a member of the Texas Committee for the Humanities for a term to 
expire December 31, 1995: Amy Freeman Lee, 127 Canterbury Hill, San Antonio, 
Texas 78209. Mrs. Lee is being reappointed.
      To be a member of the San Jacinto Historical Advisory Board for a term to 
expire September 1, 1997: Mary C. Burke, 9933 Neuens Road, Houston, Texas 77080. 
Ms. Burke will be replacing Helen Alexander of Houston, whose term expired.
      To be a member of the San Jacinto Historical Advisory Board for a term to 
expire September 1, 1999: Frank W. Calhoun, 3040 Locke Lane, Houston, Texas 
77019. Mr. Calhoun will be replacing Cecil Ghormley of Houston, whose term 
expired.
      To be a member of the State Pension Review Board for a term to expire 
January 31, 1999: Bruce Cox, 7029 Treehaven Road, Fort Worth, Texas 76116. Mr. 
Cox will be replacing Joe Nuessle of Midland, whose term expired.

Appointments Made March 4, 1994
      To be a member of the Texas Transportation Commission for a term to expire 
February 1, 1995: Ruben R. Cardenas, 1712 Larkspur, McAllen, Texas 78501. Mr. 
Cardenas will be filling the unexpired term of Henry R. Munoz, III of San 
Antonio, who resigned.
      To be a member of the Pilot Commission for the Sabine Bar, Pass and 
Tributaries for a term to expire August 22, 1995: Frank J. Arnaud, Sr., 1927 
Perry Avenue, Groves, Texas 77619. Mr. Arnaud is being reappointed.
      To be a member of the Pilot Commission for the Sabine Bar, Pass and 
Tributaries for a term to expire August 22, 1995; William Rodney Price, Jr., 
P.O. Box 310, Vidor, Texas 77662. Mr. Price will be replacing Dr. Charles Turco, 
Sr. of Beaumont, whose term expired.
      To be a member of the Pilot Commission for the Sabine Bar, Pass and 
Tributaries for a term to expire August 22, 1995: J. W. "Johnny" Shaw, 1112 Shaw 
Drive, Nederland, Texas 77627. Mr. Shaw is being reappointed.
      To be a member of the Pilot Commission for the Sabine Bar, Pass and

Executive Order AWR 94-16
      WHEREAS, the State of Texas has experienced high unemployment rates for 
veterans; and
      WHEREAS, the Service Members Occupational Conversion Training Act (SMOCTA) 
provides for alternative revenue sources for state agencies and commissions who 
hire and provide on-the-job training for eligible veterans; and
      WHEREAS, the Texas Employment Commission provides assistance to state 
agencies and commissions in applying for funds under the Service Members 
Occupational Conversion Training Act (SMOCTA); and
      WHEREAS, state agencies and commissions which employ eligible veterans may 
be eligible for such funds; and
      WHEREAS, hiring the unemployed veteran offers an excellent opportunity for 
the State of Texas to aid in reducing the unemployment rate of military veterans 
and provides for a source of revenue with which to expand or maintain critical 
state services without an increase in traditional state revenue;
      NOW THEREFORE, I, Ann W. Richards, Governor of the State of Texas, under 
the authority vested in me, do hereby encourage all state agencies and 
commissions to consider veterans in future hiring decisions. I further ask all 
state agencies and commissions to review current personnel to determine whether 
they employ eligible veterans and to apply for Service Members Occupational 
Conversion Training Act (SMOCTA) funds if they are eligible for them.
