Richards Governor of Texas Executive Order AWR 94-16 WHEREAS, the State of Texas has experienced high unemployment rates for veterans; and WHEREAS, the Service Members Occupational Conversion Training Act (SMOCTA) provides for alternative revenue sources for state agencies and commissions who hire and provide on-the-job training for eligible veterans; and WHEREAS, the Texas Employment Commission provides assistance to state agencies and commissions in applying for funds under the Service Members Occupational Conversion Training Act (SMOCTA); and WHEREAS, state agencies and commissions which employ eligible veterans may be eligible for such funds; and WHEREAS, hiring the unemployed veteran offers an excellent opportunity for the State of Texas to aid in reducing the unemployment rate of military veterans and provides for a source of revenue with which to expand or maintain critical state services without an increase in traditional state revenue; NOW THEREFORE, I, Ann W. Richards, Governor of the State of Texas, under the authority vested in me, do hereby encourage all state agencies and commissions to consider veterans in future hiring decisions. I further ask all state agencies and commissions to review current personnel to determine whether they employ eligible veterans and to apply for Service Members Occupational Conversion Training Act (SMOCTA) funds if they are eligible for them.
