Texas Commission for the Deaf and Hearing Impaired Request for Proposal Pursuant to the authority provided in the Human Resources Code, sec.81.013, the Texas Commission for the Deaf and Hearing Impaired will implement an outdoor training program for students who are deaf and hearing impaired during the summer of fiscal year 1994. In compliance with Texas Civil Statutes, Article 6252-11c, the Commission is requesting proposals for the operation of a summer camp program for school age children who are deaf and hearing impaired which will be known as Camp Sign. The Commission is seeking a camp program designed to provide a broad range of recreational, educational, camping experiences, and leadership training for campers who are deaf and hearing impaired ages 7 (having completed first grade) to 15 years. In conjunction with the camp program, the Commission desires to provide a Counselor-In-Training (CIT) program focusing on the development and preparation of future camp counselors. Such Counselors-In-Training will be 16 to 17 years old and deaf or hearing impaired. Description of Recommended Services. Respondents should be licensed by the Texas Department of Health; provide three meals daily, and snacks (such as fresh fruits and frozen ices) every mid-afternoon and evening; make available safe, comfortable, and well-maintained facilities; and have comprehensive campsite insurance. Programs should be planned and provided for deaf and hearing impaired campers 7 to 15 years old and CITs 16 and 17 years old. An orientation program should be conducted on the campsite for counselors the evening immediately prior to the opening of Camp Sign. Respondents should provide a broad spectrum of camping activities, including, but not limited to, water sports, (swimming, fishing, canoeing, tubing, etc., in a natural water setting); arts and crafts; nature trail hikes; evening programs, (skits, captioned movies, campfire stories, etc.); life-long sports, (golf, tennis, soccer); and other related camping experiences. Activities should include leadership training experiences and educational activities. The respondents must coordinate with a camp director who has experience as a director in camping and working with children who are deaf or hearing impaired as recommended by the Commission. Camp counselors must have a working knowledge of sign language and experience working with children who are deaf and hearing impaired. The desired ratio of staff to children is one to four. A suggested salary schedule for the staff will be provided by the Commission upon request. All staff as described previously will be reviewed and approved by the Commission. The camp must also employ two full-time nurses who are skilled in the use and understanding of sign language. These individuals will be approved by the Commission. A physician should be available on-call 24 hours a day during the camp session for emergency purposes. The Commission will consider all proposals for a one-week camping session to be held beginning July 17, 1994, and ending July 23, 1994, with the staff reporting on July 16, 1994. Proposals should be able to accommodate a camp population of at least 100 campers and 35 staff. Funding. Respondents should provide a complete estimated budget of expenditures. The minimum budget should specify expected costs, minimum and maximum number of campers and shall not exceed a total of $32,000 for this contract. (Fees will be collected from campers whose parents' income is in excess of a scale determined by the Commission. Collections average $5,000.) The contract award will be good from April 1, 1994-August 31, 1994. The contractor will be paid one-third of the allocation upon completion of a signed contract; another one-third upon submission and approval of a detailed program and menu for the camp session; and the final one-third upon completion of the camp session and submission of a final report to the Commission. The Texas Department of Housing and Community Affairs (TDHCA) announces the imminent availability of funds under the Emergency Shelter Grants Program (ESGP). TDHCA is applying to the United States Department of Housing and Urban Development (HUD) for $3,386,000 in ESGP funds for Federal Fiscal Year 1994. ESGP is authorized by the Stewart B. McKinney Homeless Assistance Act of 1987, as amended (42 United States Code, sec.1137 et seq). TDHCA will award funds to local governments and private nonprofit organizations on a competitive basis for the rehabilitation or conversion of facilities for use as emergency shelter for the homeless, for the payment of certain operating and support service expenses in connection with emergency shelter for the homeless, and for homeless prevention activities. TDHCA has set a minimum grant amount of $30,000 and a maximum amount of $100,000 for each project. Only one proposal per organization will be accepted for review. ESGP entitlement cities and counties are eligible for funding under the state program, but only up to the amount that represents the difference between the applicable TDHCA maximum less their HUD allocations. To be eligible, an applicant must be: a unit of general local government (county or incorporated city), or a private nonprofit organization providing assistance to the homeless. Nonprofit organizations must obtain a certification from the relevant unit of general local government approving the proposed project. Applicants must plan to utilize ESGP funds for eligible activities as set forth in HUD's implementing regulations (24 Code of Federal Regulations, Part 576) be able to supplement (match) the ESGP grant amount with an equal amount of resources; and ensure that all of its grant amount can be obligated within 180 days after grant award from TDHCA. Mental Retardation Authorities will enroll an additional 900 persons into HCS. Currently the HCS Waiver Renewal Request 1989-1993 provides for a total of 1, 800 individuals to be served in the HCS Program. Of this number, 450 individual slots have been specifically allocated for persons leaving state schools to be directly enrolled in the HCS Program. The HCS Waiver Renewal Request 1993-1998 will enable the program to provide HCS services to an additional 900 persons with mental retardation who are presently being provided residential services by Mental Retardation Authorities (MRAs) through the use of general revenue funds. The emphasis of these activities is on practical solutions involving small-scale wastewater collection, treatment and disposal technologies - including individual on-site alternatives-and their application to varying site-specific conditions. Description of Planning Purpose and Objectives: The purpose of this program is for the Board to prepare, with the assistance of consultants, engineering facility plans to address water/wastewater facility needs for selected study areas. The rural planning element of CWTAP will provide facility planning for rural or remote colonias that are not well-suited for inclusion in regional or sub-regional wastewater treatment projects. The initial focus of the rural planning effort will be to formulate, design and develop model programs for wastewater treatment in rural colonias and to subsequently expand these efforts to other eligible areas. Emphasis will be on appropriate on-site and small-scale wastewater treatment alternatives, and on area-wide capabilities for the construction, operation, and maintenance of decentralized wastewater facilities. Upon issuance of a Board work order, the selected consultant(s) will be required to prepare all or a portion of engineering facility plans for specific areas, in accordance with sec.355 of the Texas Water Development Board's Rules, Economically Distressed Area Facility Engineering. The Board will also use technical assistance by the selected professional engineering consultant(s) on an as-needed basis to assist the Board in the development of in-house engineering facility plans. The work effort may include: documentation of water/wastewater service needs; identification of practical solutions involving small-scale wastewater collection, treatment and disposal alternatives and their application to varying site-specific conditions to meet water/wastewater needs; identification of preliminary design criteria and assessment of regulatory acceptability; development of standard preliminary drawings and specifications for identified technologies, definition of operation and maintenance requires; estimation of costs associated with providing water/wastewater treatment plants and transmission and collection systems; identification of financial alternatives to implement the recommended facility plan; and environmental impact analysis in accordance with 31 TAC sec.375.35. Discrete phases to implement water/wastewater facilities will be identified. Cost estimates shall be made for each respective implementation phase to determine the capital, operation and maintenance requirements for a 20-year planning period. Separate cost estimates shall be made for each system component. Description of Funding Consideration. Up to $1,000,000 in Federal funds have been authorized through an United States Environmental Protection Agency/State of Texas Grant Agreement to prepare water/wastewater studies for rural colonias in eligible border counties. Under the terms of the Grant Agreement and in accordance with 42 USC, 4370D, the State of Texas must insure to the fullest extent possible that at least 8% of the federal funds for prime contractors or subcontracts for supplies, construction, or services is made available to organizations owned or controlled by socially and economically disadvantaged individuals, women and historically black colleges and universities. It is the intent of the Board to mail copies of this Request for Statement of Qualifications to consultants including those in Cameron, El Paso, Hidalgo, Starr and Webb Counties, including copies to disadvantaged businesses.
