State Banking Board Notice of Hearing Cancellation As no opposition has been noted in the application for domicile change by Advent Trust Company, Houston, Texas, the hearing previously scheduled for Thursday, January 13, 1994, has been cancelled. Drake Director of Corporate Activities Texas Department of Banking Filed: January 6, 1994 Texas Committee on Purchases of Products and Services of Blind and Severely Disabled Persons List of Suitable Products The purpose of the Texas Committee on Purchases of Products and Services of Blind and Severely Disabled Persons is to further the state's policy of encouraging and assisting disabled citizens to achieve maximum personal independence. This purpose is carried out by employing disabled persons in activities which provide products and services to state and local governments. As required by Title 40, Texas Administrative Code, sec.189.14, the committee has published a list of suitable products selected by the committee for placement in a catalog. This listing contains information regarding the products, delivery schedules, freight, and packaging. The listing is available for public inspection at the Texas Commission for the Blind, 4800 North Lamar Boulevard, Administrative Building, Suite 320, Austin, Texas (Attention: Michael T. Phillips) and at the General Services Commission, Central Service Building, 1711 San Jacinto, Third Floor, Austin, Texas (Attention: Pat Martin). Issued in Austin, Texas, on January 3, 1994. TRD-9434230 Michael T. Phillips Committee Member Texas Committee on Purchases of Products and Services of Blind and Severely Disabled Persons Filed: January 5, 1994 Texas Council on Workforce and Economic Competitiveness Notice of Opportunity to Comment Governor Ann W. Richards approved the following item, pending the receipt of public comment, recommended by the Texas Council on Workforce and Economic Competitiveness (TCWEC) at their December 3, 1993, meeting: Redesignation of Tarrant County Job Training Partnership Act (JTPA) Service Delivery Area (SDA) to incorporate the City of Arlington. Background. Since 1983, when original SDA designations were made by Governor White, the City of Arlington has been contained within the City of Fort Worth Service Delivery Area. In July, 1993, the City of Arlington mayor requested that the City of Arlington be included in the Tarrant County Service Delivery Area. Tarrant County commissioners approved this action through formal resolution and requested that TCWEC recommend this redesignation of the governor. Discussion. The action requested by the City of Arlington does not involve the creation of a new SDA, but only the redesignation from one existing area to another. The JTPA law and regulations allow this kind of shift without state- level interference as long as all administrative and procedural criteria from the Department of Commerce are met and the governor solicits public comments before a final designation is made. The governor designated TCWEC to receive public comments on this matter. Comments may be mailed or faxed to TCWEC at: P.O. Box 2241, Austin, Texas 78768, 816 Congress Avenue, Suite 1293, Austin, Texas 78701, FAX (512) 305-7005. Deadline for submission of comments is thirty days from the date of the Texas Register publication. Issued in Austin, Texas, on January 4, 1994. Renfrow Secretary of the Commission Public Utility Commission of Texas Filed: January 7, 1994 Request for Proposals for a Financial Audit of the Texas Universal Service Fund for Each of the years 1993, 1994, and 1995 The Public Utility Commission of Texas (PUC) is seeking an auditor to perform a financial audit of the Texas University Service Fund (USF) for each of the calendar years ending December 31, 1993, 1994, and 1995. This audit is being undertaken pursuant to the Commission's responsibility under the Texas Public Utility Regulatory Act (PURA), Article XIV, sec.98 to implement and administer the USF. The commission will use the audit to ensure that the USF is being appropriately maintained by its contractor, the Texas Exchange Carrier Association (TECA). The Texas Legislature established the USF in 1987 for the purpose of funding a state lifeline program (Tel-Assistance) and a state high-cost assistance program (High-Costs Assistance) for local exchange carriers. Starting in May 1990, the USF has also supported the Dual-Party Relay Service (DPRS), a program established by the Texas Legislature in 1989 to enable hearing- and speech- impaired Texans and other telephone subscribers to communicate through specially trained operators. Each month TECA collects USF monies from all telecommunications utilities operating in Texas (approximately 325 companies) and reimburses various entities for their costs relating to Tel-Assistance, High-Cost Assistance, and/or the DPRS. Specifically, USF monies reimburse the following: Texas local exchange carriers for their lost revenues associated with Tel-Assistance; Texas local exchange carriers for any High-Cost Assistance requirement established by the PUC; the DPRS carrier for those costs of providing the service that are not recovered from the called or calling parties; the PUC and TECA for the costs they incur in administering High-Cost Assistance, Tel-Assistance, and the DPRS; and the Texas Department of Human Resources for its costs relating to Tel- Assistance. The offices of TECA and the records to be audited are located in Dallas. A general description of the types of reports reviewed or produced by the TECA staff in the course of their duties is included in the Request for Proposals. In addition to introductory information, the Request for Proposals includes details regarding audit objectives and scope, information required from the contractor, criteria for selection, project administration, and conditions. Auditors interested in receiving a complete copy of the Request for Proposals should contact Kathleen Barnett, Public Utility Commission of Texas, 7800 Shoal Creek Boulevard, Austin, Texas (512) 458-0331. Proposal will be due on or before Tuesday, February 1, 1994. The notice of issuance of a Request for Proposals is filed under the provisions of Texas Civil Statutes, Article 6252-11c. Renfrow Secretary of the Commission Public Utility Commission of Texas Filed: January 7, 1994 Center for Rural Health Initiatives Request for Proposal The Central for Rural Health Initiatives (CRHI) invites proposals from interested parties to plan for the development of rural health networks. The CRHI will contract with as many as five planning projects, for up to $25,000 each. Background. Rural Texas is diverse, with different economies, demographics, employment sections, wealth, and health care needs and resources. Access to health care is a problem in many rural communities. Some access problems could be addressed by pooling resources and initiating collaborative efforts. However, there is often no organized entity to address the problems on either an ad hoc or ongoing basis. Or if such entities do exist, the availability of funds to initiate planning efforts and to develop partnerships is often limited for rural providers who may already be financially strapped. It is intended that financial assistance available through this program be used to plan major components of rural health networks and to help develop collaborative partnerships between communities. Contract Period. The proposed contract between the CRHI and the selected applicants is tentatively scheduled to begin on or about March 1, 1994. The contract will be in force through August 31, 1994. CRHI reserves the right to extend any contract beyond the designated period. Budget Limitations. The CRHI will provide a maximum of $25,000 each for up to five proposals. These funds can be used to cover the costs of salaries, fringe benefits, travel, supples necessary for project development, contractual services, and meeting room expenses. Funds may be used to enter into agreements with subcontractors. Funds may not be used to purchase computers or other equipment. Funds may not be exclusively used for consultant services or consultant contracts. These funds may not be used to retire debt incurred prior to the date of the contract period. Program Description. The purpose of the Rural Health Network Development Contract is to make financial assistance available to enable rural health providers to initiate and complete major components of rural health network planning. Eligibility Requirements. Eligible applicants include non-profit and for-profit hospitals and health care organizations, and local governmental units within a defined rural service area. Priority will be given to new start-up networks. Applications must be submitted by a rural (nonurban) entity, and contract funds will be disbursed to rural recipients only. Each proposal must identify a single rural primary entity with responsibility for receiving and administering contract funds, and completing contract reporting requirements. Proposals Submission Requirements. Application packets may be obtained by contacting the Center for Rural Health Initiatives, 211 East Seventh Street, Suite 915, P.O. Box 1708, Austin, Texas 78767-1708, (512) 4779-8891. Submission Address. Proposals should be mailed or delivered to Laura Jordan, Executive Director, Center for Rural Health Initiatives, 211 East Seventh Street, Suite 915, P.O. Box 1708, Austin, Texas 78767-1708. Deadline for Submission. Proposals must be received by 4:30 p.m. on February 14, 1994. Late responses are automatically disqualified. The method of delivery is at the discretion of the applicant, and the applicant is solely responsible to assure timely delivery at the designated office. Faxed applications are not acceptable. Proposal contents. Proposals must follow the format as described in the application packet. Applications are advised that failure to comply with any part of the Request for Proposal may result in rejection of the proposal as non- responsive. Four unbound copies of each proposal must be submitted. Proposals with a total request in excess of the specified maximum amount will be denied. The Center reserves the right to deny all proposals, if none meets specifications. Evaluation of Proposal. Each proposal will be evaluated and ranked according to relative need based on the following: understands the problem, merit of the plan, management capability, and reasonableness of resources. Awards. Review of the proposals shall be completed within 20 working days following the close of filing. Applicants will be notified in writing as to the outcome of their request. The contracts developed will be based on the Request for Proposal, responses to the request, the Uniform Grant and Management Standards, and the standard Texas Department of Health contract provisions.
