Appointments for December 21, 2001.

Appointed as District Attorney of the 26th Judicial District, Williamson County for a term until the next General Election and until his successor shall be duly elected and qualified, John Martin Bradley of Georgetown (replacing Ken Anderson who was elevated to Judge of the 277th Judicial District, Williamson County).

Appointments for December 27, 2001.

Appointed to the Texas State Board of Plumbing Examiners for terms to expire September 5, 2007, Art Cuevas of Lubbock (replacing Jose Cardenas of Euless whose term expired), John Hatchel of Woodway (replacing Nelda Martinez of Corpus Christi whose term expired).

Appointed to the Telecommunications Planning and Oversight Council, pursuant to SB 311, 77th Legislature, for a term ending August 31, 2003, Jennifer N. Anderson of Irving.

Appointed to the Texas Securities Board for a term to expire January 20, 2007, Jack D. Ladd of Midland (appointed pursuant to HB 2255, 77th Legislature).

Appointment for December 28, 2001.

Appointed as Justice of the Court of Appeals, Fourth District, Bexar County, for a term until the next General Election and until her successor shall be duly elected and qualified, effective January 1, 2002, Sandee Bryan Marion of San Antonio (replacing Justice Tom Rickhoff who retired).

Appointment for January 2, 2002.

Appointed as Secretary of State during the term of office of this Governor, Gwyn Shea of Irving (replacing Secretary Henry Cuellar of Laredo who resigned).

Proclamation

by the Governor of the State of Texas

TO ALL TO WHOM THESE PRESENTS SHALL COME:

WHEREAS, sixty years ago today, on December 7, 1941, the peacefulness of a Sunday morning was shattered by the surprise attack of Japanese forces against the United States of America at Pearl Harbor, Hawaii, marking the entry of America into World War II, a war in which many Texans gave the ultimate sacrifice for their state and nation; and

WHEREAS, the Congress of the United States has designated this day as the National Pearl Harbor Remembrance Day (36 U.S.C. §129); and the President of the United States, George W. Bush, has issued a proclamation urging all Federal agencies, interested organizations, groups, and individuals to fly the flag of the United States at half-staff this and every December 7 in honor of those who died as a result of their service at Pearl Harbor.

NOW, THEREFORE, I, Rick Perry, Governor of the State of Texas, by virtue of the power and authority vested in me by the Constitution and laws of the State of Texas, do hereby proclaim December 7, 2001, as "National Pearl Harbor Remembrance Day" in Texas and hereby order the following:

The flags of the United States and of the State of Texas shall be flown at half-staff at the state Capitol Building and in the Capitol Complex, the Governor's Mansion, and upon all public buildings, grounds, and facilities throughout the state until sunset on December 7, 2001. I also direct that the flag shall be flown at half-staff at all Texas offices and facilities abroad during this same time.

Individuals, businesses, municipalities, counties, and other political subdivisions are urged to fly the flag at half-staff for the same length of time as a sign of respect and in memory of this day.

IN TESTIMONY WHEREOF, I have hereunto signed my name and have officially caused the Seal of State to be affixed at my Office in the City of Austin, Texas, this the 7th day of December, 2001.
