The Texas Department of Housing and Community Affairs (the Department) proposes the repeal of §§1.11 - 1.13, concerning the Block Grant Guidelines. The sections are proposed to be repealed in order to update and discard duplicative and unnecessary rules in accordance with the Texas Government Code §2001.039. The only block grant remaining at the Department is the Community Services Block Grant (CSBG). Federal Law at 42 U.S.C. §9901 et seq. governs the nonrenewal of contracts and reductions in funding.

Ms. Ruth Cedillo, Acting Executive Director, has determined that for the first five-year period the repeal is in effect there will be no fiscal implications for state or local government as a result of enforcing or administering the repeal. The proposed repeal will not have an impact on any local economy.

Ms. Cedillo has also determined that for the first five-year period the repeal is in effect the public benefit anticipated as a result of enforcing the repeal will be to permit the adoption of new rules for the Department. There will be no effect on persons, small businesses or micro-businesses. There is no anticipated economic cost to persons, small businesses or micro-businesses who are required to comply with the repeal as proposed.
