Pursuant to Texas Government Code, §2001.027 and 1 TAC
§91.65(c)(2), the proposed new sections, submitted by the Texas Department
of Mental Health and Mental Retardation have been automatically withdrawn.
The new sections as proposed appeared in the September 4, 1998, issue of the Texas Register
(23 TexReg 8983).
