Sexual Assault Prevention and Crisis Services Funding Notice
The Office of the Attorney General is accepting letters of intent to apply
for sexual assault crisis intervention and education funding under the Preventive
Health and Health Services block grant and State Funds. Funds will be available
September 1, 1999. Letters of intent to apply for funds should be sent by
March 5, 1999 to Cecelia McKenzie, Division Director, Sexual Assault Prevention
and Crisis Services, Office of the Attorney General, P.O. Box 12548, Mail

Eligible entities who send letters of intent will receive application kits

The Brazos Valley Workforce Development Board, through its Fiscal Agent,
the Brazos Valley Council of Governments, is issuing a Request for Proposal
to potential bidders for employment and training activities within the following
workforce development programs: JTPA Titles IIA, IIB, IIC and III; Food Stamp
E&T JOBS/Choices; & Welfare to Work, funded under the TWC. Those selected
must be willing to adapt their proposals to comply with the newly passed,
federal Workforce Investment Act (WIA), for which regulations are currently
being established. Program activities include occupational skills, basic education,
life skills, job readiness, and other employment related training.

Notice of Request for Applications
Pursuant to Article 6252-IIc, the Texas Cancer Council announces the availability
of state funds to be awarded to establish community-based projects that must
support the goals of the Texas Cancer Plan. Funds will be awarded to selected
entities that display collaborative, innovative, and effective programs providing
cancer prevention, early detection, access to care and/or follow-up services
that reduce the impact of cancer on under-served Texans. It is anticipated
that these will be three year projects and the maximum funding each project
will receive annually in FY 2000, FY 2001, and FY 2002 will be $100,000.
The purpose of this Request for Applications (RFA) is to solicit statewide
applications for community-based projects that will promote cancer prevention,
early detection, access to care and/or follow-up services among under-served
individuals and families, and increase awareness and practice of cancer risk
reduction behaviors.
Current and former contractors of the Texas Cancer Council are eligible
to apply for funding under this initiative. These applicants must identify
new, innovative activities and approaches which will expand or build on their
current or prior program.
The letter of intent and subsequent application must be made on behalf
of a collaborative partnership (an affiliation of at least five individuals
who are either representatives of community agencies, organizations, or interested
individuals from the community). Letters of intent and applications must be
submitted by an entity that will serve as the fiscal agent and legal contractor
for the project. The lead entity may be a governmental agency, a nonprofit
organization, or a for-profit organization.

Closing Date: To be considered for funding, letters of intent must be received

Award Procedure: Letters of intent will be reviewed by Council staff and
semi- finalists will be selected by April 12, 1999 based on the criteria outlined
in the complete RFA. Semi- finalists will be invited to attend an application
preparation workshop on April 29, 1999. Applications from the semi-finalists
will be due at the Texas Cancer Council office by 5:00 p.m. on June 4, 1999.
Information about the letter of intent requirements, semifinalist selection,
and an application workshop is contained in the complete copy of the RFA.
Final funding decisions will be made by the Texas Cancer Council on August
4, 1999.
It is anticipated that eight projects will be selected under this initiative
to receive Council funding through August 31, 2002. The Council may fund more,
or fewer projects, based on the merit of applications received and the availability
of funding. The Council reserves the right to take the needs of geographic
locations into consideration when selecting projects and to reject any or
all applications received in response to this funding announcement. This announcement
does not constitute a commitment by the Council to award a contract or to
pay costs incurred in the preparation of an application.
Council funds are intended for start-up expenses and operational costs,
such as staff salaries and basic benefits, education materials, and other
administrative expenses. Funds may not be used for indirect costs, remodeling
of buildings to accommodate health services, purchase of clinic equipment,
reduction of deficits from pre-existing operations, clinical research, or
treatment. Further, funds may not be used to supplant existing funds or services,
or to duplicate existing adequate resources or services. Additionally, Council
funds may not be used for clinical services, such as mammograms, Pap smears,
or other cancer screening tests. Projects are to provide such services through
other funding sources or donations.
Funded projects must submit annual continuation applications. The Council
will award annual continuation contracts, based upon a review of the contractor's
achievement of the prior year's work- plan objectives and performance measure
projections, the merits of the contractor's continuation application, and
the availability of Council funding.

Eligible Proposers. The State Board of Education is requesting proposals
under Request for Proposals (RFP) #701-99-010 from qualified banks or firms
to provide master trust custodian and securities lending agent services for
the Texas Permanent School Fund.
Description. The purpose of this RFP is to solicit information that will
aid the State Board of Education in the selection of a provider or providers
of master trust custodian and securities lending services.
Date of Contract. All services related to this proposal will be conducted
between September 1, 1999, and August 31, 2003, but the selection may be expedited

Eligible Proposers. The Texas Education Agency (TEA) is requesting proposals
under Request for Proposals (RFP) #701-99-008 from nonprofit organizations,
institutions of higher education, private companies, individuals, and regional
education service centers to assist in the evaluation of instructional materials
submitted under Proclamation 1997. Organizations or individuals currently
associated professionally with textbook publishers intending to participate
in the adoption of materials submitted under Proclamation 1997 are not eligible.
Historically underutilized businesses (HUBs) are encouraged to submit a proposal.
Description. The Texas Education Code, Chapter 31, requires that the State
Board of Education (SBOE) adopt lists of conforming and nonconforming textbooks
in the foundation and enrichment curriculum that meet the essential knowledge
and skills. In addition, adopted textbooks must meet manufacturing specifications
and must be free of errors at the time the contracts with publishers are executed.
Evaluation of instructional materials submitted under Proclamation 1997 will
be conducted by state textbook review panels, to be appointed by the commissioner
of education. State textbook review panel members will make recommendations
for conforming and nonconforming lists to the commissioner of education based
on their evaluations of assigned textbooks. The commissioner of education
makes recommendations to the SBOE, who adopts the textbooks.
Services conducted by a contractor will include: (1) coordinating and tracking
the completion of state review panel member assignments for evaluation; (2)
communicating with panel members as needed to provide technical assistance
with review of materials and completion of evaluation instruments; (3) reviewing
the evaluation instruments submitted by state review panel members to verify
that instruments are completed correctly; and (4) participating in meetings
with TEA staff, state review panel members, publishers, and the SBOE, as needed.
Dates of Project. All services and activities related to this proposal
will be conducted within specified dates. Proposers should plan for a starting
date of no earlier than April 22, 1999, and an ending date of no later than
November 30, 1999.
Project Amount. One contractor will be selected to receive a maximum of
$30,000 during the contract period.

In issuing new licenses and amending and renewing existing licenses, the
Texas Department of Health, Bureau of Radiation Control, has determined that
the applicants are qualified by reason of training and experience to use the
material in question for the purposes requested in accordance with Texas Regulations
for Control of Radiation in such a manner as to minimize danger to public
health and safety or property and the environment; the applicants' proposed
equipment, facilities, and procedures are adequate to minimize danger to public
health and safety or property and the environment; the issuance of the license(s)
will not be inimical to the health and safety of the public or the environment;
and the applicants satisfy any applicable special requirements in the Texas
Regulations for Control of Radiation.
This notice affords the opportunity for a hearing on written request of
a licensee, applicant, or “person affected” within 30 days of
the date of publication of this notice. A “person affected” is
defined as a person who is resident of a county, or a county adjacent to the
county, in which the radioactive materials are or will be located, including

Public Meeting on the Integrated Long Term Care (LTC) Network Pilot Feasibility Study
The Texas Department of Human Services (TDHS) will conduct a public meeting
to provide information on the progress, and receive input on, the feasibility
of an Integrated Long Term Care (LTC) Network Pilot. The public meeting will
be held on January 28, 1999 at 9:00 a.m. at the Barbara Jordan Center, 2803
E. Commerce, San Antonio, Texas.
The Department has contracted with Bailit Health Purchasing (BHP), LLC,
to evaluate the feasibility of contracting for LTC services through an integrated
delivery system which offers the entire continuum of LTC services. The public
meeting will be an opportunity for the public to be informed of the progress
of the feasibility study and share comments with the consultants.

Notice of a Petition for creation of FORT BEND COUNTY MUNICIPAL UTILITY
DISTRICT NUMBER 119. The proposed District will contain approximately 406.15
acres located within the extraterritorial jurisdiction of the city of Houston
and within Fort Bend County, Texas. It is estimated that the cost of said
project will be approximately $23,000,000.
Notice of a Petition for creation of FORT BEND COUNTY MUNICIPAL UTILITY
DISTRICT NUMBER 120. The proposed District will contain approximately 225.52
acres located within the extraterritorial jurisdiction of the city of Houston,
and within Fort Bend County, Texas. It is estimated that the cost of said
project will be approximately $16,700,000.
If a written hearing request is not filed during the 30-day comment period,
which extends from the day after the date of the second newspaper publication,
the Executive Director may approve the above applications. To request a hearing
on one of the above applications, you must submit the following: (1) your
name (or for a group or association, an official representative), mailing
address, daytime phone number, and fax number, if any; (2) the name of the
applicant and the Texas Natural Resource Conservation Commission (TNRCC) Internal
Control Number; (3) the statement "I/we request a public hearing"; (4) a brief

The Texas Natural Resource Conservation Commission (TNRCC or commission)
Staff is providing an opportunity for written public comment on the listed
Default Orders. The TNRCC Staff proposes a Default Order when the Staff has
sent an Executive Director's Preliminary Report and Petition (EDPRP) to an
entity outlining the alleged violations; the proposed penalty; and the proposed
technical requirements necessary to bring the entity back into compliance,
and the entity fails to request a hearing on the matter within 20 days of
its receipt of the EDPR. Similar to the procedure followed with respect to

The preamble incorrectly references new section “Grant Agreement”
as §363.85; the correct section number is §363.86.
The preamble incorrectly references new section “Environmental Review
Before Board Approval” as §363.86; the correct section number is

An attorney with the Texas Water Development Board will conduct a public
hearing beginning at: 10:00 a.m., March 8, 1999, Room 118, Stephen F. Austin
Building, 1700 North Congress Avenue, Austin, Texas 78701, on a proposed amendment
to the Fiscal Year 1999 - 2003 Project Priority List for the Clean Water State
Revolving Fund (CWSRF). The Project Priority List is an alphabetical listing
of wastewater treatment projects which will be eligible for funding during
FY 1999 - 2003 through the Clean Water State Revolving Fund program. The proposed
amendment will add one project to the Project Priority List; however, this
action will have no impact on the project rankings contained in the FY 1999
CWSRF Intended Use Plan. The Project Priority List has been prepared pursuant
to rules for the Clean Water State Revolving Fund as adopted by the Texas
Water Development Board in 31 T.A.C. Chapter 363.
Interested persons are encouraged to attend the hearing and to present
relevant and material comments concerning the proposed Project Priority List.
In addition, persons may participate in the hearing by mailing written comments
before the above date to Helen Dean, Manager, Grants Administration and Special
Reporting, Texas Water Development Board, P.O. Box 13231, Capitol Station,
Austin, Texas 78711. On or about January 22, 1999, copies of the proposed
FY 1999 - 2003 Project Priority List will be available in Room 543 of the
