Administrative Hearings on applications filed by SOUTH NEWTON WATER SUPPLY
CORPORATION for a sewer Certificate of Convenience and Necessity (CCN) in
order to authorize the provision of sewer utility service in Newton and Orange
Counties, Texas, and to amend, by adding and decertifying areas, its' water
CCN Number 11563 which authorizes the provision of water utility service
in Newton and Orange Counties, Texas. The proposed utility service area includes
the Deweyville and Hartburg areas in southeast Newton County and northeast
Orange County. The service area is generally bounded on the east by the county
