Legal Banking Holidays

The Texas Tax Code, Annotated §111.053(b) requires that, before January 1 of each year, the Comptroller of Public Accounts publish a list of the legal holidays for banking purposes for that year. Pursuant to Federal Reserve Bank of Dallas Notice 96-73, dated August 9, 1996, the Federal Reserve Bank of Dallas and its offices at El Paso, Houston, and San Antonio will observe the following holidays for calendar year 1997 and will not be open on the dates indicated below. Banks operating in Texas may, but are not required to close on these dates:

Notice of Consultant Contract Award

The Texas Natural Resource Conservation Commission (TNRCC) furnishes this notice of a consulting services contract for assessing the information needs of environmental stakeholders.

Description of Contract. The consultant will: define the groups interested in the computers and electronics industry; design data-gathering strategies for these groups; develop data-gathering tools; gather data; assist the TNRCC in additional data gathering; summarize and evaluate the collected data; and document the process and results. Primary funding for this contract is provided by the United States Environmental Protection Agency.

Effective Date and Value of Contract. The contract dates are December 13, 1996 , through August 31, 1997. The total cost of the contract is $95,000.

Deliverable Due Dates. The deliverables are due on the following schedule. All deliverables must be completed and approved prior to the contract completion date, August 31, 1997.

Tasks and Schedule. The tasks and the schedule are as follows: 1. Work plan report-within three weeks of the contract execution date; 2. Stakeholder group definition report-within three weeks of consultant proposal request's (CPR) written work plan approval; 3. Data gathering strategy for each stakeholder group-within six weeks of the CPR's work plan approval; 4. Data gathering tool for each stakeholder group-within ten weeks of the CPR's work plan approval; 5. Implementation plan for data gathering activities-within 12 weeks of the CPR's work plan approval; Conduct data gathering-completed no later than June 30, 1997; Letter summarizing and evaluating results-within two weeks of completing data collection, if necessary; 6. Report summarizing and evaluating results-within four weeks of concluding data gathering; no later than August 31, 1997; 7. Submit files necessary to document each task and raw data from data collection-within six weeks of concluding data gathering; no later than August 31, 1997.

Sam Houston State University

Consultant Contract Award

Sam Houston State University (SHSU), in accordance with provisions of Texas Civil Statutes, Article 6252-11c, announces the awarding of a consultant contract to a consulting firm based in Washington, D.C. The solicitation for proposals was published in the November 1, 1996, issue of the Texas Register (21 TexReg 10848).

The consultant will represent and assist the university in developing projects deemed important to the university, assist the university in obtaining funding for university projects, and provide consulting and representation as directed by Sam Houston State University.

Three proposals were received in response to this solicitation for proposals. The contract was awarded to Mr. Bobby Mills/The Advocacy Group, 1350 I Street, NW, Suite #680, Washington, D.C. 20005.
